ARRIAH Takes Part in Meeting of CIS Intergovernmental Council for Cooperation in Veterinary Medicine in Minsk

From October 1 to 2, 2026, a delegation of the Rosselkhoznadzor headed by Konstantin Savenkov, Deputy Head of the Rosselkhoznadzor, took part in the 48th regular meeting of the Intergovernmental Council for Cooperation in Veterinary Medicine of the CIS Member States, which was held in Minsk (Republic of Belarus).

The event brought together representatives of the Eurasian Economic Commission, the World Organisation for Animal Health (WOAH), as well as the veterinary services of Russia, Belarus, Kyrgyzstan, Tajikistan, and Uzbekistan.

Konstantin Savenkov delivered a report on the epizootic situation in Russia and in the world. In his presentation, he emphasized the need to strengthen control, prevention, and diagnosis of dangerous infectious animal diseases, and also noted that ensuring epizootic stability is possible only through active interaction and coordinated actions of all Commonwealth countries.

Employees of the FGBI "ARRIAH," subordinate to the Service, also delivered reports at the event. Ilya Chvala, Deputy Director, Elena Chernyshova, Head of the Reference Laboratory for Rabies and BSE, and Viktor Nikiforov, Head of the Reference Laboratory for FMD Diagnosis, reported on the implementation in 2025–2026 of joint actions of the CIS member states on the prevention and control of rabies, foot-and-mouth disease, avian influenza, and Newcastle disease for the period up to 2030. It should be noted that the FGBI "ARRIAH" acts as the coordinator and executor of these programs.

Thus, as part of the implementation of these measures, large-scale work was carried out in all CIS countries: diagnostic testing of wild and domestic animals, assessment of the epizootic situation, preventive immunization, monitoring of the immune status of animals, as well as evaluation of the effectiveness of the measures, which showed high results. In addition, national regulatory frameworks were created regulating the list of measures to combat viral diseases, and plans for conducting monitoring studies were developed.

Experts from the FGBU "VGNKI," subordinate to the Service, spoke about the preparation of a draft set of measures for the implementation of the Agreement on the Exchange of Biological Material, as well as about the activities of the Center as a CIS base organization for advanced training and retraining of specialists. In addition, they presented the results of the implementation of joint actions of the CIS member states to ensure the biological safety of genetic material in the reproduction of farm animals for the period up to 2026.

At the conclusion of the meeting of the Intergovernmental Council, the participants emphasized the importance of exchanging practical experience, the need to continue joint work on the development of scientific activities, and the elaboration of unified approaches in the field of veterinary control. The decisions adopted as a result of the meeting will contribute to improving the effectiveness of the measures being implemented and ensuring animal health in the CIS space.
