Meetings of the Scientific Council of the FGBI “Federal Centre for Animal Health” under the jurisdiction of the Rosselkhoznadzor aimed at hearing annual reports of Centre’s laboratories on research activities in 2014 were conducted on 13-14 January 2015.
For the purpose of biological and food safety of the Russian Federation within the framework of the Rosselkhoznadzor’s activities the FGBI “ARRIAH” provided in the previous year the scientific support for monitoring of viral infectious diseases, assessment of risks of their introduction and spread as well as their prevention, eradication and implementation of measures for protection of animal health and environment. Research developments were aimed at production and introduction into manufacture of effective diagnostic reagents and methods for diagnostics, prevention and treatment of farm animal infectious diseases and at improvement of existing and new technologies for protective agents against highly dangerous and economically significant animal diseases.
Within the framework of the state laboratory monitoring of highly dangerous diseases in 2014 and pursuant to the Order No. 676 of 30.12.2013 laboratory investigations of foot and mouth disease, bovine spongiform encephalopathy, sheep and goat pox, avian influenza and Newcastle disease, bluetongue and Schmallenberg virus, African and classical swine fever were carried out. In total 241,965 studies were held.
In coordination with Rosselkhoznadzor Territorial Administrations of the Vladimir, Kostoma and Ivanovo Oblasts and pursuant to the Order of the Federal Service for Veterinary and Phytosanitary Surveillance No. 676 of 30.12.2013 “Carrying out in 2014 of laboratory investigations within the framework of the Rosselkhoznadzor’s measures implementation for provision of meeting the requirements of the WTO Agreement on Sanitary and Phytosanitary Measures (SPS) for Russia’s accession to the WTO” laboratory testings were carried out at the FGBI “ARRIAH” for the purpose of detecting residues of banned and harmful substances in live animals, raw materials of animal and plant origin. During 2014 2,412 samples were received at the Centre; 13,318 testings were conducted; 113 samples, inconsistent with the corresponding requirements of the RF and Customs Union’s normative documents, were detected.
Within the context of researches on National tasks the following laboratory studies were carried out:
- animal disease diagnostics and prevention aimed at the provision of the RF territory protection against their introduction from foreign countries and spread;
- testing of raw materials, animal products, feeds and biological materials for the purpose of provision of food product quality and safety;
- testing of grain, cereals, mixed feeds and components for their production as well as by-products of grain processing for the purpose of provision of their quality and safety;
- interlaboratory proficiency testings and applied researches;
- experimental developments in the area of the Rosselkhoznadzor’s activities.
Works on completion and maintenance of the All-Russia collection of cell cultures, virus strains, microbes and mycopathogens were also conducted.
For the purpose of production of new agents for diagnostics and prevention of highly dangerous diseases in 2014 and within the framework of the federal target-oriented programme “National system of chemical and biological safety of the RF for 2009-2013” molecular-biological and genetic characteristics of new epidemic virus isolates of foot and mouth disease, highly pathogenic avian influenza, Newcastle disease, classical swine disease and rabies were studied at the FGBI “ARRIAH”.
The Institution was engaged also in researches in the context of the EurAsEC intergovernmental target-oriented programme “Innovation biotechnologies” for 2011-2015 on the subject “Development of a test-system for differential diagnostics of foot and mouth disease and swine vesicular disease”.
For the last 14 years and for the purpose of development and improvement of a complex system of agents and methods for diagnostics, prevention and control of infectious diseases of cattle, swine, poultry, carnivorous animals and fish the FGBI “ARRIAH” carries out researches on the programme “Animal disease freedom” at the expense of bringing income activities.
For confirmation of staff competence and quality of conducted researches the Centre successfully passed in 2014 arranged by Russian and foreign providers proficiency tests in terms of more than 70 different criteria.
In the previous year the workshop “Topical issues of epidemiology, African swine fever prevention and tasks of regional veterinary services” was held at a regular basis and there 300 specialists from the Privolzhsky Federal Okrug were trained.
For the purpose of providing the Rosselkhoznadzor with information staff-members of the FGBI “ARRIAH” Information and Analytical Department monitored the epidemic situation in the country and worldwide (daily, weekly, monthly, half-yearly and yearly information) on reportable to the OIE infectious diseases.
In 2014 the Institution continued activities on maintenance of quality management system for compliance with the requirements of ISO 9001-2011.
