On 23–24 September 2026, in Moscow, the Rosselkhoznadzor delegation headed by Deputy Head of the Service Konstantin Savenkov took part in a seminar on the national fulfilment of obligations under the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction (hereafter "BTWC").

The event brought together representatives from Russia, the CIS-countries and international organizations to discuss national approaches to implementing the BTWC, ways to strengthen biological safety, and the prospects for bilateral and regional cooperation.

In his welcoming remarks, Konstantin Savenkov noted the Rosselkhoznadzor's role as one of the relevant agencies involved in ensuring Russia's compliance with its BTWC obligations, and emphasized importance of the Service's expertise in veterinary surveillance, epizootic monitoring, laboratory diagnosis, scientific expertise and international veterinary cooperation.

He also spoke about the work of the Service's subordinate institutions — the FGBI "ARRIAH" and the FGBI "VGNKI" — in ensuring biological safety. Both institutions hold international statuses and are involved into cooperation with other countries in diagnosis and control of animal diseases, product safety, and quality of VMPs.

Adviser to the Head of the Rosselkhoznadzor and Chief Epizootologist of the FGBI "ARRIAH" Nikita Lebedev spoke during a dedicated plenary session on practical approaches to ensuring biological safety.

Nikita Lebedev presented practical tools used by the Rosselkhoznadzor in this area. He paid particular attention to the FGIS "VetIS" system, which comprises 18 components, 32 artificial intelligence models and 50 analytical modules. The system annually processes about 5 billion electronic documents.

Nikita Lebedev then turned specifically to international cooperation. In 2025, the Rosselkhoznadzor's subordinate institutions trained 163 specialists from 7 countries — Belarus, Kazakhstan, Azerbaijan, Kyrgyzstan, Mali, Pakistan and Nepal. According to the speaker, the Rosselkhoznadzor and its subordinate institutions are ready to continue exchanging scientific and practical expertise and to expand international cooperation.

The experience presented by the Rosselkhoznadzor demonstrated how modern digital technologies, scientific expertise, a well-developed veterinary surveillance system and international cooperation come together in a unified system for preventing biological threats. The Russian side confirmed its readiness to further develop the exchange of practical and scientific expertise with foreign colleagues and to strengthen cooperation between countries in the field of ensuring biological safety.
